The GEF Independent Evaluation Office recently completed a draft guidance note for IEO approach papers on addressing gender in evaluations. Aside from basic evaluative questions that can form as the starting point for evaluating gender such as whether or not gender was considered, additional questions for consideration reflect four main evaluation criteria tied to relevance, effectiveness, efficiency, and results and sustainability. The guidance note also identifies gender considerations in evaluation methodologies and provides advice pertaining to the review of documents/portfolios, selection of key evaluation stakeholders and analysis. Finally, gender considerations tied to surveys and data analysis should also be taken into account. The guidance note used when preparing all upcoming IEO evaluations.
