Annual Performance Report (APR) 2015
APR 2015 provided a detailed overview of the performance of GEF activities and processes, key factors affecting performance, and Monitoring and Evaluation (M&E) within the GEF partnership. It also provided an in-depth assessment on the GEF tracking tools
The key findings of APR 2015 are:

Guidelines for GEF Agencies in Conducting Terminal Evaluation for Full-sized Projects
Guidelines for GEF Agencies in Conducting Terminal Evaluation for Full-sized Projects provide information to the GEF Agencies and evaluators on how they should conduct terminal evaluations for completed full sized projects funded by the GEF. The guidelines expand on the minimum requirement 3 of the M&E Policy (2010) which covers evaluation of completed projects and programs. The new guidelines update and replace the Guidelines for GEF Agencies in Conducting Terminal Evaluations (2008).

Country Portfolio Evaluation (CPE) Tajikistan
Country portfolio evaluations (CPEs) conducted by the Global Environment Facility (GEF) Independent Evaluation Office (GEF-IEO) use the country as the unit of analysis to examine the totality of GEF support across all GEF Agencies and programs.


Evaluation of the GEF-Civil Society Organization (CSO) Network 2016
On request by the GEF Council at its 47th meeting in October 2014, the GEF IEO launched the evaluation of the GEF Civil Society Organization (CSO) Network. The evaluation reviewed the Network’s performance, relevance, effectiveness and results in promoting knowledge dissemination and CSO involvement in GEF policies and programs. The evaluation assessed network performance in the context of other forms by which the GEF engages with civil society.


Program Evaluation of the Least Developed Countries Fund (LDCF) 2016
This study provides insights on the Global Environment Facility (GEF) adaptation portfolio for the GEF-7 replenishment cycle. It assesses the Least Developed Country Fund’s (LDCF’s) efficacy and results for successes and shortcomings in a thorough portfolio evaluation. It provides evidence on progress toward LDCF objectives, major achievements, and lessons learned.

Impact Evaluation of GEF Support to Protected Areas and Protected Area Systems (PAS) 2016
The Impact Evaluation of the GEF Support to Protected Areas (PAs) and PA Systems was completed in October 2015. This joint impact evaluation was conducted by the Independent Evaluation Offices of the GEF and UNDP. From the GEF IEO perspective, this evaluation fits within an ongoing set of impact evaluations covering each of its focal areas, and provided an important set of findings for the GEF 5th Overall Performance Study (OPS5).

Country Portfolio Evaluation (CPE) Morocco
The GEF Independent Evaluation Office is undertaking an evaluation of the totality of GEF support across all GEF Implementing Agencies and programs in Morocco between 1997 and 2013. This Country Portfolio Evaluation (CPE) will assess the relevance, results, effectiveness, sustainability and efficiency of GEF projects at the country level.


Joint GEF-UNDP Evaluation of the Small Grants Programme (SGP) 2015
The GEF created the Small Grants Programme in 1992 with the aim of developing community-led and -owned strategies and technologies for reducing threats to the global environment while addressing livelihood challenges. Implemented by the United Nations Development Programme (UNDP), the SGP awards small grants—up to a maximum of $50,000—to needy communities to support the use of practices and technologies that benefit the global environment. Since start-up, the SGP has provided over 18,000 such grants to communities in more than 125 countries

Evaluation of the Accreditation Process for Expansion of the GEF Partnership
In November 2010, based on the recommendations presented in the paper, ‘Broadening of the GEF Partnership under Paragraph 28 of the GEF Instrument: Key Policy Issues, the GEF Council decided that the GEF will initiate an accreditation process for broadening of the GEF partnership. The Council also instructed the Evaluation Office to initiate an evaluation of the accreditation pilot at the earlier of two milestones: (a) two years after the first five agencies have been accredited or (b) January 2015.

Annual Performance Report (APR) 2014
The Annual Performance Report (APR) 2014 was completed by the GEF Independent Evaluation Office in May 2015. The report provides a detailed overview of the performance of GEF activities and processes, key factors affecting performance, and the quality of monitoring and evaluation (M&E systems) within the GEF partnership. The APR provides GEF Council members, the Secretariat, countries, partner Agencies, and other stakeholders with information on the degree to which GEF activities, systems, and processes are meeting their objectives and identifies areas for further improvement.
