The Annual Performance Report (APR) is a regular feature of the GEF Evaluation Office performance evaluations. The report presented a detailed account of the performance of the Global Environment Facility (GEF) portfolio in terms of results; processes that may affect results; and, monitoring and evaluation (M&E) arrangements.
The Impact Evaluation of GEF Support to the South China Sea (SCS) and Adjacent Areas stems from a recommendation made in the Fourth Overall Performance Study of the GEF (OPS4) to carry out an in-depth assessment of progress towards impacts in the International Waters focal area. This evaluation was carried out from December 2010 to September 2012. The evaluation covered 34 projects in 7 countries, spanning almost 20 years of GEF support.
The GEF Seventh Annual Performance Report (APR) 2010, prepared by the GEF Evaluation Office focuses on completed projects for which terminal evaluations were submitted during fiscal year 2010 (FY 2010). The full report presents an assessment of project outcomes, project sustainability, project completion delays, materialization of cofinancing, and the quality of monitoring and evaluation in completed projects.
This evaluation is one of two country portfolio evaluations conducted in 2011 examining Global Environment Facility (GEF) support in the Latin America and the Caribbean region. Nicaragua was selected primarily on the basis of its comparatively diverse, large, and mature GEF portfolio and because of its status as one of the poorest countries in the Western hemisphere, making it particularly vulnerable to global market trends and price fluctuations as well as to climate variability.
The Democratic Republic of Timor-Leste (hereafter Timor-Leste) has been receiving GEF funding since 2002 after gaining independence. So far, GEF funding has totaleld $7.9m and projects have been exclusively implemented by UNDP. This evaluation was conducted in parallel with the UNDP Assessment of Development Results for Timor-Leste (2003-2010). GEF funded activities are predominantly in the Climate Change focal area, but activities have also been undertaken in the Biodiversity and Land Degradation focal areas.
This is the fifth annual impact report compiled by the Global Environment Facility Evaluation Office (GEFEO) and presents information on activities including progress made in implementing the impact evaluation of GEF activities in the South China Sea and adjacent areas to address regional transboundary issues. The report outlines the objectives, scope, approach, methodology, limitations, proposals for stakeholder involvement and progress to date in relation to the evaluation.
The Annual Thematic Evaluations Report 2011 provides an overview of the ongoing work in the thematic evaluations work program for fiscal year 2010 and presents the main conclusions and recommendations for the Evaluation of GEF National Capacity Self-Assessments (NCSAs). The evaluation provides evaluative evidence on progress toward NCSA objectives, as well as main achievements and lessons learned from the implementation of NCSAs one decade after they wereestablished. The evaluation offers recommendations as input for developing a new GEF strategy on capacity development.
At the request of the GEF Council, the Evaluation Office conducted an evaluation of the GEF support to the National Capacity Self-Assessment (NCSA) program. The evaluation was conducted fully and independently by the GEF Evaluation Office with support from the GEF Secretariat, GEF Agencies, governments, and civil society organizations. Findings and recommendations from this evaluation was presented to the GEF Council, at its November 2011 meeting.
Housed at the GEF, the SCCF was established in 2001 to support climate change projects in all developing country parties to the UNFCCC through four funding windows: adaptation, technology transfer, sector-specific projects, and assistance with diversification of fuel-dependent economies. Carried out from May to September 2011, the SCCF evaluation covered 26 projects and aimed to collect evaluative evidence on the progress toward SCCF objectives as well as main achievements and lessons learned during a decade of SCCF implementation.
El Salvador began receiving GEF support in 1994 with investments around $11.4 million and $22.7 million in co-financing (data as of end of 2010). Eleven national projects have been funded by the GEF that include six projects in biodiversity, three in climate change, one in POPs, and one multifocal project.
