OPS
IEO conducts accountability and learning-focused evaluations that generate lessons learned for the GEF. The evaluations focus on results, impact and performance of the GEF, and address strategic issues of the partnership.
Overall Performance Studies (OPS) are performed every four years to provide solid evaluative evidence to donors. These evaluations provide an independent assessment of performance and results of the GEF over a GEF replenishment period. The comprehensive evaluations assess the extent to which the GEF is achieving its objectives and identify potential areas of improvement.
Biodiversity Program Study 2002
The Biodiversity Program Study, which was sponsored by the Global Environment Facility (GEF) secretariat, was conducted between September 2000 and March 2001 in collaboration with the three GEF implementing agencies (UNEP, UNDP, and the World Bank), and the GEF Scientific and Technical Advisory Panel (STAP). The main objective of the study was to assist the team assigned to implement the GEF's Second Overall Performance Study (OPS2) by analyzing the achievements and impacts of, and lessons emerging from, biodiversity projects funded by the GEF since 1992.

Financed Solar Thermal Projects
The purpose of the review is to suggest, based upon project designs and preliminary implementation experience, whether GEF STP projects are contributing to technology cost reductions or other industry changes as envisioned under OP7. In the absence of substantial operating experience, the review provides updated perspectives on this question relative to when the projects were first proposed and early implementation experience.

Measuring Results from Climate Change Programs
This study presents suggested indicators for Monitoring and Evaluating Climate Change. The study is the result of an exercise conducted during 1999-2000 to develop a framework for determining the impacts of GEF’s climate change activities. The exercise was conducted by an external study team, under the guidance of a Steering Committee, and in close consultation with GEF management and staff.

Multicountry Project Arrangements
The Multicountry Project Arrangements study is the result of a thematic review carried out in 1999-2000 as a collaborative activity between the GEF Corporate Monitoring and Evaluation Team and the World Bank.

GEF Solar PV Portfolio
The GEF Solar PV Portfolio: Emerging Experience and Lessons is the result of a 1999 thematic review.
The review highlighted a number of important issues associated with solar home systems projects that future projects should explicitly address to varying degrees, depending on the delivery model employed.

OPS1
This report presents the findings and recommendations of the Study of the Overall Performance of the Global Environment Facility, which was requested by the GEF Council at its October 1996 meeting. The study focused on a set of issues related to institutions, procedures, policies and programming of the GEF. The study team proposed a number of recommendations for consideration by the GEF, including seven priority recommendations which are highlighted in this executive summary.

Annual Performance Report (APR) 1996 (Project Implementation Review)
The Project Performance Report (PPR) presents the results of the 1996 Project Implementation Review (PIR), a monitoring process based upon reporting by the GEF Implementing Agencies (IAs) on all projects being implemented for at least one year as of June 1996. The PIR covers 70 projects. This PPR also draws on information about the performance of GEF programs from evaluations and other studies.

GEF Climate Change Program
The climate change program study evaluates performance and results, and how results were achieved. Given the size of the GEF portfolio and the need to identify overall lessons, this study focuses on outcomes and impacts of groups of mitigation projects, rather than detailed or immediate project outputs
