IEO conducts accountability and learning-focused evaluations that generate lessons learned for the GEF. The evaluations focus on results, impact and performance of the GEF, and address strategic issues of the partnership.
Overall Performance Studies (OPS) are performed every four years to provide solid evaluative evidence to donors. These evaluations provide an independent assessment of performance and results of the GEF over a GEF replenishment period. The comprehensive evaluations assess the extent to which the GEF is achieving its objectives and identify potential areas of improvement.
Annual Performance Report (APR) 2012
The Annual Performance Report (APR) is a regular feature of the GEF Evaluation Office performance evaluations. The report presented a detailed account of the performance of the Global Environment Facility (GEF) portfolio in terms of results; processes that may affect results; and, monitoring and evaluation (M&E) arrangements.

Country Portfolio Evaluation (CPE) India
The GEF Evaluation Office undertook an evaluation of its support to India across all GEF Agencies and programs between 1991-2012. From its inception until April 2012 the GEF had allocated US$340 million through 49 approved national projects in India. India is also a participant in 16 regional and global projects supported by the GEF. The CPE for India assessed how GEF activities have performed in terms of producing results, and how those results link to national environmental and sustainable development agendas as well as to the GEF mandate of generating global environmental benefits in its focal areas.


Annual Performance Report (APR) 2011
The GEF Eighth Annual Performance Report (APR) 2011 prepared by the GEF Evaluation Office focused on completed projects for which terminal evaluations were submitted during fiscal year 2011 (FY11). This full report accompanies the APR 2011 Working Document with Management Response submitted for the 42nd meeting of the Council.

Annual Thematic Evaluation Report (ATER) 2012
Annual Thematic Evaluations Report 2012 presents an overview of the progress of the Evaluation of GEF Enabling Activities and the main conclusions and recommendations for the Evaluation of the GEF Focal Area Strategies. The Evaluation of GEF Enabling Activities aims to provide the GEF Council with lessons learned from implementing enabling actaivities and evaluative evidence of their role in the overall catalytic effect of the GEF.

Country Portfolio Study (CPS) Cuba
The Cuba Country Portfolio Evaluation (1992 - 2011) was conducted by the Global Environment facility (GEF) Evaluation Office between June 2011 and June 2012. As stated in the Terms of Reference of the evaluation, the country was selected primarily based on its large and mature portfolio of projects in all GEF focal areas with significant emphasis on biodiversity. Since 1992, the GEF has invested about US$44 million, with approximately US$240 million in co-financing through 19 national projects in Cuba.

GEF Focal Area Strategies (FAS) Evaluation 2013
The Evaluation of GEF Focal Area Strategies, requested by the GEF Council during its May 2011 meeting (GEF/ME/C.40/01), was carried out from February 2012 to November 2012. Findings and recommendations were presented to the GEF Council at its November 2012 meeting.

Annual Country Portfolio Evaluation Report (ACPER) 2012
The fifth Annual Country Portfolio Evaluation Report (ACPER 2012) provides a synthesis of the main conclusions and recommendations coming form country portfolio evaluations (CPEs) and Country Portfolio Studies (CPSs) conducted in the Latin America and Caribbean region.

The GEF in the South China Sea (SCS) and Adjacent Areas
The Impact Evaluation of GEF Support to the South China Sea (SCS) and Adjacent Areas stems from a recommendation made in the Fourth Overall Performance Study of the GEF (OPS4) to carry out an in-depth assessment of progress towards impacts in the International Waters focal area. This evaluation was carried out from December 2010 to September 2012. The evaluation covered 34 projects in 7 countries, spanning almost 20 years of GEF support.
