IEO conducts accountability and learning-focused evaluations that generate lessons learned for the GEF. The evaluations focus on results, impact and performance of the GEF, and address strategic issues of the partnership.
Overall Performance Studies (OPS) are performed every four years to provide solid evaluative evidence to donors. These evaluations provide an independent assessment of performance and results of the GEF over a GEF replenishment period. The comprehensive evaluations assess the extent to which the GEF is achieving its objectives and identify potential areas of improvement.
Country Portfolio Evaluation (CPE) Tanzania
The GEF Evaluation Office finished an evaluation of the totality of GEF support across all GEF Agencies and programs in Tanzania between 1992-2012. The evaluation assess the relevance, results, effectiveness, sustainability and efficiency of GEF projects at the country level. This GEF Tanzania CPE provides feedback and knowledge sharing to the GEF Council and inform decision making in relation to GEF strategy, policy and resource allocation going forward.

Country Portfolio Evaluation (CPE) Vanuatu and SPREP
The GEF Evaluation Office conducted an evaluation of GEF support across all GEF Agencies and programs in Vanuatu and other participating countries in SPREP between 1991-2012. The evaluation assessed the relevance, results, effectiveness, sustainability and efficiency of GEF projects at the country and program level. The GEF Vanuatu and SPREP evaluation provides feedback and knowledge sharing to the GEF Council and informs decision making in relation to GEF strategy, policy and resource allocation going forward. It also informs country Governments and other organizations and Agencies involved in GEF-funded activities.


Country Portfolio Study (CPS) Sierra Leone
The GEF Evaluation Office in collaboration with the United Nations Development Programme completed a Country Portfolio Study (CPS) of the totality of GEF support across all agencies and programs in Sierra Leone from 1996 – 2013. The final report for the GEF Sierra Leone CPS assesses the relevance, results, and efficiency of GEF projects at the country level—that is, how these projects perform in producing results, and how the results are linked to national environmental and sustainable development agendas as well as to the GEF mandate of generating global environmental benefits in its focal areas.


Country Portfolio Evaluation (CPE) Sri Lanka
The Joint GEF/Sri Lanka Country Portfolio Evaluation (CPE) was conducted by the GEF Independent Evaluation Office in collaboration with the Sri Lankan Ministry of Finance and Planning, through a Joint Steering Committee. GEF support to Sri Lanka was initiated during the GEF pilot phase in 1992. Up to December 2012, 14 national projects have been completed, 6 projects are being implemented while 2 more projects are at approval stage, and 1 at proposal stage. Out of the total national projects (23), an equal number of projects (9 each) have been invested in biodiversity and climate change.


Country Portfolio Evaluation (CPE) Eritrea
The Eritrea Country Portfolio Evaluation (CPE) was completed by the GEF Independent Evaluation Office in December 2014. Twelve national GEF projects were assessed based on relevance, results and efficiency from 1992 – 2012. The evaluation provided the GEF Council and the Government of Eritrea with an assessment of results and performance of GEF supported activities in the country, and examined how GEF supported activities fit into the national strategies and priorities as well as within the global environmental mandate of the GEF.

Annual Country Portfolio Evaluation Report (ACPER) 2014
This Seventh Annual Country Portfolio Evaluation Report (ACPER) provides a synthesis of the evaluative evidence contained in the Country Portfolio Evaluations (CPEs) and Country Portfolio Studies (CPSs) conducted in the Sub-Saharan Africa region. These include two CPEs, one conducted in Tanzania and one in Eritrea, and one CPS conducted in Sierra Leone.

GEF Monitoring and Evaluation (M&E) in the LDCF/SCCF 2014
The GEF Monitoring and Evaluation (M&E) Policy applies to the Least Developed Countries Fund (LDCF) and the Special Climate Change Fund (SCCF). This Guidance Document provides LDCF/SCCF stakeholders with direction on how to monitor and evaluate results within the overarching framework of the GEF M&E Policy, modified as necessary to adapt to the LDCF/SCCF focus.

Annual Impact Report (AIR) 2013
The seventh annual impact report (AIR) presents the findings and recommendations of the Climate Change Mitigation Impact Evaluation: GEF Support to Market Change in China, India, Mexico and Russia. The evaluation identifies GEF contributions to GHG emission reduction in all four countries with progress made in changing markets and the factors affecting these processes.

Annual Performance Report (APR) 2013
The report presents a detailed overview of the performance of the Global Environment Facility (GEF) activities and processes, key factors affecting performance, and the quality of Monitoring and Evaluation systems (M&E) within the GEF partnership. The tenth Annual Performance Report (APR) includes first-time coverage of 160 completed projects - the largest single APR year cohort to date.

Climate Change Mitigation Impact Evaluation
The Climate Change Mitigation Impact Evaluation undertaken by the GEF Independent Evaluation Office focuses on the impact of 18 completed GEF energy-related mitigation projects in four large emerging markets: China, India, Mexico, and the Russian Federation. The projects cover various sectors with opportunities for renewable energy, energy efficiency, and methane emissions reductions. The evaluation included desk reviews of completed projects and extensive country work to assess progress toward impact since project completion, as well as to assess the relevant contextual country and global factors affecting the markets under consideration.
