IEO conducts accountability and learning-focused evaluations that generate lessons learned for the GEF. The evaluations focus on results, impact and performance of the GEF, and address strategic issues of the partnership.
Overall Performance Studies (OPS) are performed every four years to provide solid evaluative evidence to donors. These evaluations provide an independent assessment of performance and results of the GEF over a GEF replenishment period. The comprehensive evaluations assess the extent to which the GEF is achieving its objectives and identify potential areas of improvement.
National Portfolio Formulation Exercises (NPFEs) are meant to serve as tools for enhancing country ownership in determining programming priorities in a given GEF replenishment period. The NPFEs are meant to also set forth country priorities for the use of GEF resource in a transparent manner for the benefit of all GEF stakeholders including the anticipated demand for resources, both from countries’ national allocations under the System for Transparent Allocation of Resources (STAR) and outside these allocations.
The GEF piloted a Resource Allocation Framework (RAF) during its GEF-4 replenishment period to allocate resources to countries in a transparent and consistent manner based on global environmental priorities and country capacities, policies and practices relevant to successful implementation of GEF projects. Indicative country allocations under RAF covered activities in the climate change and biodiversity focal areas.

As part of OPS5 the Independent Evaluation Office undertook an update of the Joint Evaluation of the Least Developed Countries Fund (LDCF) undertaken with DANIDA (Danish International Development Assistance) in 2009. Quality-at-entry reviews of the 138 projects approved to implement National Adaptation Programmes of Action (NAPAs) were done to assess the extent to which they respond to key issues identified by NAPAs.
The sixth annual country portfolio evaluation report (ACPER) 2013 provides a synthesis of evaluative evidence contained in the country portfolio evaluations and country portfolio studies during the past year. The ACPER, covering countries in Asia and the Pacific region, focuses on the result and sustainability of GEF support, particularly at the global environmental benefits level; the relevance of the GEF support to the GEF and the countries; and the efficiency of GEF support. Timor Leste, India, Sri Lanka, Vanuatu and SPREP were chosen based on a selection process and a set of criteria including the size, diversity and maturity of their portfolio of projects.
The Annual Performance Report (APR) is a regular feature of the GEF Evaluation Office performance evaluations. The report presented a detailed account of the performance of the Global Environment Facility (GEF) portfolio in terms of results; processes that may affect results; and, monitoring and evaluation (M&E) arrangements.
The GEF Evaluation Office undertook an evaluation of its support to India across all GEF Agencies and programs between 1991-2012. From its inception until April 2012 the GEF had allocated US$340 million through 49 approved national projects in India. India is also a participant in 16 regional and global projects supported by the GEF. The CPE for India assessed how GEF activities have performed in terms of producing results, and how those results link to national environmental and sustainable development agendas as well as to the GEF mandate of generating global environmental benefits in its focal areas.
The GEF Eighth Annual Performance Report (APR) 2011 prepared by the GEF Evaluation Office focused on completed projects for which terminal evaluations were submitted during fiscal year 2011 (FY11).
