IEO conducts accountability and learning-focused evaluations that generate lessons learned for the GEF. The evaluations focus on results, impact and performance of the GEF, and address strategic issues of the partnership.
Overall Performance Studies (OPS) are performed every four years to provide solid evaluative evidence to donors. These evaluations provide an independent assessment of performance and results of the GEF over a GEF replenishment period. The comprehensive evaluations assess the extent to which the GEF is achieving its objectives and identify potential areas of improvement.
GEF Monitoring and Evaluation (M&E) Policy 2010
The GEF Monitoring and Evaluation Policy provides norms and standards for the GEF Secretariat and the GEF Independent Evaluation Office. The policy contains minimum requirements for M&E for GEF-funded activities covering project design, application of M&E at the project level, and project evaluation.
The GEF Council approved the revised M&E Policy in November 2010.
Annual Performance Report (APR) 2009
The GEF Sixth Annual Performance Report (APR) 2009, presented and prepared by the GEF Evaluation Office, focuses on completed projects for which terminal evaluations were submitted during fiscal year 2009 (FY 2009). The full report provides an assessment of project outcomes, project sustainability, project completion delays, materialization of cofinancing, and the quality of monitoring in completed projects. The report’s main focus is on terminal evaluations from 55 projects submitted in FY2009, accounting for $208 million in GEF funding.

Country Portfolio Evaluation (CPE) Moldova
Moldova has been receiving funds from the GEF since 1994 via 14 national projects in the biodiversity, climate change, international waters and persistent organic pollutants (POPs) focal areas. Moldova was seen as a good choice for evaluation due to its large and diverse portfolio and the fact it has received group allocations under the Resource Allocation Framework (RAF) and also participates in Black Sea and Danube River regional projects. Main findings and recommendations of the Moldova Country portfolio Evaluation were presented to the GEF Council as a part of the Annual Country Portfolio Evaluation 2010 (ACPER 2010).

Country Portfolio Evaluation (CPE) Turkey
Turkey has been a long-standing partner of the Global Environment Facility, having received financial support since 1992. The evaluation covered all national projects plus 2 national components of global projects, totaling $36.33 million. In addition, 11 regional projects focusing on the Black and Mediterranean Seas, and Turkey Small Grants Programme were reviewed.

Ozone-Depleting Substances 2010
The Impact Evaluation of the Phaseout of Ozone-Depleting Substances in Countries with Economies in Transition (CEITs) was undertaken to assess the longer term results of GEF support to Eastern European and Central Asian countries to stop the production and consumption of these substances, in order to save the ozone layer.

Annual Country Portfolio Evaluation Report (ACPER) 2010
The third Annual Country Portfolio Evaluation Report provides a synthesis of the main conclusions and recommendations of the county portfolio evaluations focused on Moldova and Turkey. These countries were selected for portfolio evaluations based on their long history with the GEF, their large and diverse portfolios, the nature of their GEF country allocation under the Resource Allocation Framework, and their participation in numerous regional international waters focal area projects.

Annual Impact Report (AIR) 2009
The 2009 Annual Impact Report compiled by the Global Environment Facility Evaluation Office (GEFEO) presents information on the following studies: the impact evaluation of GEF assistance for the phaseout of ozone-depleting substances in economies in transition; a study of the effectiveness of a project design to permit experimental impact evaluation; and ongoing impact evaluation of biodiversity projects in Peru in collaboration with the Independent Evaluation group, World Bank.

Fourth Overall Performance Study of the GEF(OPS4)
Every four years, the Global Environment Facility (GEF) is replenished by its donors. Each replenishment process has been informed by independent overall performance studies of the GEF. These studies have developed into authoritative reviews of the state of the art and of available knowledge on the functioning and results of the GEF.
