Agency Self -Evaluation Systems
The Agency self-evaluation systems are expected to facilitate learning and accountability across the GEF partnership. However, factors such as policy framework, quality assurance arrangements, incentives for candor in reporting, harmonization of practices, information sharing arrangements, and adequacy of resources for self-evaluation may affect the extent to which these systems meet the needs of the GEF partnership. The GEF Independent Evaluation Office (IEO) is undertaking the‘Evaluation of the Agency Self-Evaluation Systems' to assess the extent to which Agency self-evaluation systems meet the GEF requirements and provide information that is sufficient, timely,credible, and useful.The evaluation will assess the factors that affect these systems, and to identify areas for improvement. This draft approach paper presents a discussion on the literature, scope of the enquiry, key questions and proposed methods for the evaluation.
