The Global Biodiversity Framework Fund (GBFF) was established in August 2023 under the Convention on Biological Diversity (CBD) and is hosted by the GEF. The GBFF mobilizes new grants and concessional finance across eight action areas to advance implementation of the Kunming-Montreal Global Biodiversity Framework. Projects are chosen based on their potential to deliver global environmental benefits, alignment with national biodiversity strategies, regional balance, and dedicated IPLC engagement, with special considerations given to SIDS and LDCs. The GBFF also sets portfolio-level targets for engaging IFIs, with allocations based on competitive windows and country ceilings set at twice the STAR share. M&E and other policies are rooted in existing GEF policies.
This is the first formative evaluation of the GBFF conducted by the GEF Independent Evaluation Office, covering the period from August 2023 to March 2025. The evaluation assesses GBFF’s relevance, coherence, and efficiency by evaluating its strategic design, resource-mobilization mechanisms, and theory of change through a desk review, portfolio analysis of CEO-endorsed and approved projects, and semi-structured stakeholder interviews. The evaluation will inform the GBFF council and future GBFF programming.
