Global Environment Facility Fund (GEF)
The Council, the GEF's main governing body, comprises 32 members appointed by constituencies of GEF member countries (14 from developed countries, 16 from developing countries, and two from economies in transition). Council members rotate at different intervals determined by each constituency. The Council, which meets twice annually, develops, adopts and evaluates the operational policies and programs for GEF-financed activities. It also reviews and approves the work program (projects submitted for approval), making decisions by consensus.
Least Developed Countries Fund | Special Climate Change Fund (LDCF|SCCF)
The LDCF/SCCF Council serves as the primary governing body for the Least Developed Countries Fund (LDCF) and the Special Climate Change Fund (SCCF). This council is composed of 32 members representing GEF member countries, with 14 members from donor constituencies and 18 from recipient constituencies. The rotation of council members occurs at varying intervals, as determined by each constituency.
Meeting biannually, the LDCF/SCCF Council functions as a decision-making entity responsible for developing, adopting, and evaluating the policies and programs of both funds. Decisions within the council are made by consensus, and a quorum is achieved when two-thirds of the council members are present.
