The GEF Independent Evaluation Office (IEO) is an autonomous body established by the GEF Council in 2003, tasked with conducting independent evaluations of GEF projects, programs, and strategies. Its mission is to strengthen global environmental outcomes by promoting accountability, learning, and strategic insight.

The IEO conducts evaluations at multiple levels — from individual projects to global strategies — to assess performance, learning, and impact across the GEF portfolio. Its main types of evaluations include:

  • High-level, strategic evaluations that examine institutional issues and cross-cutting themes.

  • Project- and program-level evaluations that assess relevance, effectiveness, efficiency, and sustainability.

  • Annual Performance Reports (APRs) that synthesize portfolio-wide results each year, drawing on IEO validation of terminal evaluations submitted by GEF Agencies to ensure the consistency and quality of project ratings.

The IEO has a Data & Ratings page with an interactive dashboard and downloadable datasets covering all rated projects as of December 2024. These contain project performance metrics, lessons learned, and other evaluation statistics.
