The Global Biodiversity Framework Fund was created to support implementation of the Kunming-Montreal Global Biodiversity Framework, including efforts to close the global biodiversity finance gap.
Building on the initial formative assessment of strategy and operationalization, this Second Formative Evaluation examine how the GBFF is functioning as its portfolio expands and early implementation begins. It pays particular attention to the Fund’s added value within the broader GEF architecture, the accessibility and predictability of resource mobilization, and the strength of its results framework. It also reviews progress in implementing commitments made in response to the first formative evaluation.
The evaluation will be presented to Council in June 2026.
Methodology
The evaluation covers the full GBFF portfolio from launch through March 2026, including 62 project preparation grants across two tranches and three projects in early implementation (Brazil, Gabon, and Mexico). It draws on portfolio analysis, stakeholder interviews, case studies, and a review of the management response to the first formative evaluation.
