Despite wide circulation, the real test for GEF evaluation reports is whether they shape decisions.
To assess this influence, an external needs assessment was conducted in 2015 using a document review, an online survey of 820 respondents, and 48 semi-structured interviews spanning all regions and stakeholder groups.
The assessment finds that IEO reports are widely recognized and positively rated, with more than 80 percent of survey respondents reporting some use and one third reporting frequent use, particularly of the Fifth Overall Performance Study (OPS5) and Annual Performance Reviews. Reports support Council deliberations, project preparation, and awareness of environmental issues, but patterns of use vary:
Council members are the most consistent users, while the Secretariat reports inconsistent uptake and less positive views of their usefulness.
Factors shaping use include stakeholder participation in evaluations, confidence in methods, and timeliness of delivery.
The report recommends strengthening Secretariat participation, improving timing to align with replenishment cycles, enhancing collaboration with Agencies, tailoring knowledge products to priority themes, and expanding dynamic approaches for sharing findings.
