As adaptation finance expands and faces closer scrutiny, the first consolidated Least Developed Countries Fund and Special Climate Change Fund Annual Evaluation Report restructures reporting to Council to link performance evidence with forward planning.

Prepared by the Independent Evaluation Office, the report combines the Special Study of Completed Projects with the multi-year work program and budget in a single document, drawing on terminal evaluations and rating analysis.

The Special Study assesses outcomes, sustainability, monitoring and evaluation design and implementation, innovation, gender, and country fragility to examine how these factors relate to project results and longer-term viability.

The report recommends streamlining reporting to Council, aligning future evaluations with adaptation strategy objectives, and continuing systematic tracking of management actions to reinforce accountability and institutional learning.
