The 2001 Project Performance Report (PPR) assesses how GEF projects perform in terms of outcomes, sustainability, management, and lessons for future programming. It draws primarily on the 2001 Project Implementation Review (PIR), which examined 205 full- and medium-sized projects across biodiversity, climate change, international waters, and ozone that had been under implementation for at least one year by June 2001. Evidence was also drawn from program studies in major focal areas and an evaluation of medium-sized projects.
The report finds that most projects were rated satisfactory in implementation progress and likelihood of achieving global environmental objectives, though delays and weak sustainability planning remained common.
Stakeholder participation, partnerships, and capacity building emerged as critical success factors, while adaptive management and replication of effective approaches were applied unevenly.
The report recommends strengthening mechanisms for participation, expanding partnerships including with the private sector, promoting flexible management, and ensuring systematic replication and learning across focal areas to achieve lasting results.
