The policy establishes that M&E is a shared responsibility of the GEF Council, the Evaluation Office, agencies, and recipient countries, with each contributing according to its comparative advantage.
It requires regular assessment of results, effectiveness, and efficiency, with findings used to inform policies, strategies, and project management.
The policy defines evaluation as a systematic and impartial assessment designed to feed evidence into Council decision-making and replenishment cycles. It also defines monitoring as the continuous collection of data on implementation and resource use, with reporting structured at the project, portfolio, and global levels to support evaluation and enable early corrective action.
By requiring results-based management, systematic reporting to Council, and dissemination of findings, the policy ensures that M&E findings contribute directly to decision-making and learning. It further commits to periodic review and future updates so the policy remains aligned with international norms and evolving practices.
