Robust monitoring and evaluation (M&E) are central to how GEF demonstrates results and strengthens accountability.

 

The M&E Policy, first issued in 2006 and revised in 2010, set out to establish clear standards, safeguard independence, and integrate results into decision making. This evaluation, covering 2006–2010, addresses the gap in assessing how well the policy functioned as both an accountability mechanism and a learning tool. The evaluation uses portfolio analysis, document reviews, and consultations with Council members, Agencies, and country stakeholders.

Findings show the policy created a credible framework and reinforced the independence of the Evaluation Office, but uneven use of results frameworks, weak aggregation of data, and limited feedback to programming reduced its effectiveness.

At the same time, structured reporting, clearer division of responsibilities, and the first efforts to link evaluations with management action strengthened accountability across the partnership.

The report recommends updating guidance to ensure consistent application, strengthening systems to capture and aggregate results, and embedding learning processes that connect evaluation findings more directly to strategic and operational decisions.
