Credibility in global environmental finance depends not only on evaluation but also on whether its recommendations lead to concrete change.

 

To close this accountability loop, the IEO prepares the annual Management Action Record (MAR), which tracks the implementation of Management’s action plans. MAR 2024 reviews 20 evaluations across GEF, LDCF, and SCCF, assessing whether agreed recommendations are translated into measurable action.

Management adequately indicates its level of agreement with GEF IEO recommendations and largely addresses the agreed-upon elements of the recommendations in its responses.

Evaluation overview

 

  • Some action plans remain incomplete, with limited timelines or unclear actions, and IEO ratings often diverge from Management’s more positive self-assessments.
  • Noticeable progress is recorded in 41 percent of action plans from 2023 to 2024, with three graduating from the MAR, signaling that persistence can improve follow-through.
  • The report recommends sharpening the specificity of action plans, aligning ratings between Management and IEO, and embedding clearer accountability mechanisms.

 

Methodology

 

The evaluation synthesizes evidence from 39 recommendations under implementation and 21 new ones, using document review, rating comparisons, and year-to-year tracking across Councils.
