The evaluation focuses on whether integrated programming, inclusion, and innovation can deliver lasting global benefits. With GEF-9 negotiations approaching, the study provides evidence on performance, enablers of change, and partnership effectiveness.

  • OPS8 examines the barriers that shape GEF performance, including sustainability risks, financing challenges, and coordination demands across the partnership.
  • It assesses the conditions that enable success, such as integration across sectors, country ownership, social inclusion, and opportunities for private sector engagement.
  • It presents recommendations for strengthening transformational impact by sharpening strategic focus, embedding sustainability, deepening innovation, broadening partnerships, and enhancing systems for learning and accountability.

Methodology

The evaluation draws on 34 evaluations and studies since 2022, using portfolio analysis, country and regional case studies, interviews, geospatial methods, and stakeholder consultations to provide comprehensive evidence for GEF-9.
