GEF’s results-based management (RBM) system is the backbone of how it measures performance.
It sets targets, tracks progress, and integrates lessons into decision making. More than an administrative process, RBM underpins accountability and enables GEF to demonstrate results in complex contexts. This evaluation, prepared for OPS8, is the first to assess refinements under GEF-8, including the two-tier framework, the GEF Portal, and monitoring in fragile and conflict-affected settings.
The RBM system is designed to provide reliable data on results while promoting integration, multiple benefits, and simplification.
Evaluation overview
- Main challenges include uneven reporting across Agencies, weak measurement of socioeconomic co-benefits, and insufficient tools to capture conflict-sensitive outcomes.
- Positive practices emerge where the two-tier framework is applied, country ownership of indicators is strengthened, and portal data supports adaptive management, with evidence of improved results after midcourse corrections.
- The evaluation recommends refining indicator guidance, improving portal accessibility and usability, and embedding tailored approaches for fragile and conflict-affected settings.
Methodology
The evaluation reviews RBM performance across GEF-7 and GEF-8 using portfolio analysis, document review, and case evidence, with focused attention to fragile and conflict-affected contexts.
