The GEF operates across sectors, giving it a unique role in advancing policy coherence that curbs environmental harm and redirects financing to sustainable goals.

 

In October 2023, the GEF Council approved a suite of activities to enhance coherence across multiple levels of operation.

This evaluation examines the GEF’s past efforts, assesses preliminary effects of its recent emphasis, and analyzes the mechanisms through which support is provided. The findings are expected to inform future programming, strengthening the GEF’s ability to generate global environmental benefits.

Methodology

The evaluation covers 58 projects across multiple focal areas, drawing on portfolio analysis, document review, and case studies in Brazil, India, and Kenya.
