Integrating Environmental and Socioeconomic Domains for Sustainability

Building on the success of its previous three Conferences, and as part of its 20th anniversary celebrations, the GEF Independent Evaluation Office is gathering distinguished speakers and participants for two and a half days (March 5-7, 2024) of intensive discussions on evaluation in the context of environment and development.

This 4th IEO-EED Conference will focus on how evaluation practice has increasingly integrated the cross-pollination of environmental, socioeconomic, and policy domains. Conference panelists will bring a wealth of knowledge on active efforts to develop evaluation approaches and methods that better reflect the varied and complex relationships of the natural world and the larger systems in which evaluands are measured. Discussions will also contend with the art, science, and epistemological underpinnings of evaluation and the conscious shift toward more inclusive practice and the utilization of local knowledge.

Conference themes will include: evaluation systems, evaluation practice, measuring sustainability, and thematic evaluations on topics such as food security, adaptation and climate resilience, transformational change, and nature-based solutions (NBS).

Conference objectives

The objective of the Conference is to bring together leading practitioners and thinkers on environmental evaluation as well as young and emerging evaluators

  • share concrete experiences with environmental interventions and evaluations,
  • generate knowledge for improving intervention design and implementation, and to 
  • inform future evaluation practice.

Conference outcomes will be disseminated through webinars and blogs via the Earth-Eval Community of Practice and a book will be published from key contributions to the Conference.

This panel will present the four key elements involved in ensuring sustainable food security. First, we will discuss how we develop methods to assess the sustainability of food security (specifically, ensuring the sustainability of food production) in the context of a rapidly changing climate. The second element involves scaling up and refining this method, which will be presented as steps taken to mainstream this approach in evaluations and addressing bottlenecks to doing this. The third element is how operational managers (responsible for implementing climate and agricultural solutions) are taking up this approach. Systems Design Quest

The session title uses the word “Quest” with the following meaning: “A long search for something that is difficult to find, or an attempt to achieve something difficult.” A quest is a journey not an end state. Think of a quest as a journey up a mountain where people are on different paths. The paths may diverge and converge along the way. The questers may have different intentions, interests. Some are climbing to get an arial view of a fuller landscape, enrich their perspective. Some may be journeying to learn new climbing and perception skills, some may want to get only far enough to see a different peak and how they might climb it. Some might be made to leave their homes and urge to find remedies to the problems of the communities they leave behind. And on it goes. In the challenges of today’s environmental crises, complexities, and uncertainties, our panelists are each on a quest concerning systems designs. The intention is not to find the “best” path but rather to present to the audience a variety of challenges, evaluative questions and reflection exercises to choose from. A systems design quest is both personal and professional. Systems thinking involves deep reflection, openness to changing how we have focused thus far and being willing to learn something fundamentally different than what we had been doing and thinking. Designing is a pro-engagement stand. It means we want to be present, learn and act together. The International Evaluation Academy (IEAc) is dedicated to transforming, influencing, and professionalizing[1] the evaluation discipline worldwide. Thus, we are each asking ourselves three questions: How has systems thinking transformed my perspective? How can it be influential to design evaluative thinking in our times? Transforming Evaluation Systems to Mainstream Sustainability

Environmental sustainability is critically important, yet most evaluations do not include it unless it is a stated goal of the intervention. This session will cover why environmental sustainability must be mainstreamed in all evaluations, what it will take to do it, and early experiences thinking this through for a specific evaluation system. This session will explore both the “supply side” (building evaluator capability and capacity) and the “demand side” (transforming systems for commissioning and managing sustainability-inclusive evaluation). The session will describe what changes this might involve for evaluation practice and systems and how these might be made. The speakers will feature three founders of the Footprint Evaluation Initiative, which has been exploring ways that all evaluations and M & E systems can include environmental sustainability; as well as speakers from the World Food Program’s Office of Evaluation, which is working on an evaluation of its environmental policy, and looks at both the organization’s footprint and the environmental and social sustainability of its programmes and operations.

Evaluation Networks and Communities of Practice

In this dynamic and collaborative session, we will convene leaders from pivotal evaluation organizations, alongside managers, facilitators, and users engaged in key evaluation networks, communities of practice, and resource platforms. The overarching objective is to delve into an insightful discussion regarding the diverse roles and functions of these networks. 

 

As part of the proceedings, the GEF IEO commissioned a mapping exercise of these networks. This exercise examined their individual goals, functions, value added, potential areas of overlap, and, crucially, opportunities for fruitful collaboration. The findings from this mapping exercise will be concisely presented to all participants. 

 

Following this presentation, the session will transition into facilitated group discussions. These discussions aim to provide a valuable space for participants to reflect on the presented insights, share innovative ideas, and exchange experiences within specific topic areas. The aim is to foster a rich dialogue that encompasses the wealth of perspectives from leaders, managers, facilitators, and users, creating a collaborative atmosphere. 

 

The overarching conversation will evolve from establishing a collective understanding of the current state of environmental and evaluation communities of practice. Through thoughtful deliberations, the focus will shift towards formulating concrete next steps for fostering collaboration and optimizing the use of the limited human and financial resources available to these networks. Sustainable Cities

Cities account for 56 percent of the world's population, approximately 80 percent of global GDP and energy consumption, and contribute to 70 percent of greenhouse gas emissions. Due to the rise in population and income levels, urban demand for goods and services is on the ascent. Cities grapple with diverse challenges related to sustainability, encompassing economic, environmental, governance, technological, equity and inclusion, as well as security concerns. The vulnerability of impoverished residents to climate change and associated environmental risks is especially pronounced. 

 

Numerous city governments are actively addressing environmental and sustainability concerns through strategic actions. Cities often collaborate with national and state governments, international and national development organizations, NGOs and CBOs, academic institutions, and other relevant stakeholders to plan and implement these initiatives. It is crucial to scrutinize sustainable city-focused interventions and share evaluation experiences to facilitate collective learning. 

 

The session on Sustainable Cities will feature six presentations, offering diverse experiences and perspectives on the evaluation of sustainable city interventions. These presentations will range from the evaluation of specific interventions in a single city to comprehensive programs covering multiple cities worldwide. Mainstreaming ecosystem health, and equity lens into all evaluations

The aim of this session is to foster an understanding of why we need to integrate ecosystem health and an equity perspective into all evaluations and some practical ways of how we might do this. Recent environmental and humanitarian disasters, including flooding, fires, droughts and pollution, have starkly highlighted the interconnectedness of human and natural ecosystems, underscoring the precarious balance that, when disrupted, can lead to catastrophic consequences. This panel will propose a path forward for evaluation that involves a more cooperative, fair, and just collaboration between those most affected and those with greater decision-making authority in our human and natural ecosystems. This session will particularly explore how equity and human rights can and should be addressed together with environmental sustainability, including issues of power dynamics and hegemony.

Measuring Behavior Change

Evaluation practice in the health sector has long drawn on behavior sciences to assess mechanisms and conditions for behavior change. These tools and frameworks have made their way into other sectors, including cross-cutting environmental topics in the context of development, to help capture and analyze uptake of training and capacity building efforts, and understand larger scale adoption of programs with impacts for both human and natural systems. This parallel session will highlight approaches, challenges, and lessons learned from case studies and institutional efforts to utilize behavioral sciences in evaluation.

Open Discussion on Integrating Environment into Evaluation

Many people attending the conference are involved in initiatives that seek to change the way evaluation is undertaken in influential institutions.  These efforts are sometimes known to each other and in some instances operate independently.  The purpose of this session will be to create a sense of shared endeavor. This will be an opportunity for people working on integrating environmental and climate considerations into evaluation practice to update one another on what is being done and to create the potential for participants to connect with one another and explore collaborations. The session will be a facilitated conversation during which participants will introduce their work and explore collaboration opportunities. People attending the session can simply observe it but hopefully will introduce themselves and their work in high level terms. Following the session an inventory of what was presented will be prepared and circulated.

We have also examined ways to amplify impact, build resilience, embrace systems thinking, foster collaboration and partnerships, and inspire action.
