Country portfolio studies in El Salvador and Jamaica assess how GEF support aligns with national priorities and what opportunities and constraints shape results. 

 

The 2011 Annual Country Portfolio Evaluation Report synthesizes findings from studies in both countries, covering GEF support from 1994 to 2010. Undertaken jointly with the United Nations Development Programme’s country-level evaluations, the studies used document review and stakeholder interviews to assess national and regional projects.

GEF support contributed to global environmental benefits across biodiversity, climate change, and other focal areas, while also strengthening institutional capacity and supporting commitments under international agreements. Tangible achievements included stronger institutions, new environmental strategies, and expanded knowledge, though sustaining and scaling these gains varied. Project preparation improved in recent years, yet implementation delays persisted as a common constraint.

The report recommends continuing the collaborative approach to portfolio studies, enhancing measures to sustain and expand results, and addressing systemic delays to secure long-term environmental benefits in both countries.
