GEF support has expanded biodiversity protection and renewable energy adoption, but sustaining and scaling these gains remains uneven.
The 2013 Annual Country Portfolio Evaluation Report (ACPER), the sixth in the series, provides evidence to inform the GEF Council by synthesizing findings from evaluations conducted during the GEF-5 period. It covers portfolios in Timor Leste, India, Sri Lanka, Vanuatu, and the Secretariat of the Pacific Regional Environment Programme (SPREP), selected for their size, diversity, and maturity.
The report finds that GEF funding contributed to global benefits in biodiversity, climate change, and chemicals while strengthening national capacities and policy frameworks, though sustaining and scaling results remains uneven. Support is broadly aligned with national priorities, and efficiency improved in project preparation, but implementation delays and weak monitoring and evaluation persist.
Regional projects, particularly through SPREP, enhanced collaboration among small island developing states, although coordination challenges remain.
The report recommends strengthening measures to sustain and scale results, improving monitoring and evaluation, and continuing collaborative, country-focused programming to enhance efficiency and ownership.
