Integrating impact evaluation throughout the portfolio is key to gauging long-term results of GEF investments.

 

The fifth report highlights progress in impact evaluation, from field studies in the South China Sea to preparations on climate change mitigation. It draws on portfolio analysis and terminal evaluation reviews, complemented by field assessments and collaboration with the Scientific and Technical Advisory Panel (STAP) to strengthen scientific rigor.

The report finds substantial progress in implementing the impact evaluation of international waters projects in the South China Sea and adjacent areas, where transboundary issues are a central concern, and notes that preparations began for an impact evaluation on climate change mitigation.

It also notes the launch of a new assessment of quality at entry for impact measurement arrangements in projects and programs to provide feedback on design and strengthen quality control mechanisms.

Efforts to mainstream impact evaluation across the portfolio are evident through integration into country portfolio evaluations, terminal evaluations, and thematic reviews, although further progress is needed to ensure consistency.

The report recommends deepening collaboration with STAP, expanding the use of simplified approaches to capture emerging impacts, and strengthening systems so impact considerations are systematically embedded across GEF evaluation streams.
