Building on prior APRs, the 2010 report assesses completed projects with attention to outcomes, sustainability, and persistent challenges in evaluation quality and timeliness.

 

The Seventh Annual Performance Report (APR) 2010 reviewed GEF projects completed in fiscal year 2010, drawing on terminal evaluations from 48 projects totaling $177 million in GEF funding. The analysis focused on outcomes, sustainability, completion delays, cofinancing, and the quality of monitoring and evaluation (M&E).

The report finds that most projects performed well, with 92 percent achieving outcomes rated satisfactory and 86 percent of terminal evaluations themselves rated moderately satisfactory or above.

Cofinancing levels exceeded expectations, showing that GEF resources are being leveraged effectively. At the same time, M&E quality remains uneven, with only 68 percent rated moderately satisfactory or above since 2006, signaling that further progress is needed to strengthen consistency across the portfolio. Another concern is that delays in submitting terminal evaluations persist, with no improvement in the long lags between report completion and submission.

The report recommends streamlining evaluation processes to reduce delays, improving project information, assessing reporting systems for new Agencies, and identifying new ways to review data on completed projects.
