As Morocco advances ambitious environmental and energy goals, this country portfolio evaluation examines whether GEF support from 1997 to 2013 has delivered results, strengthened institutions, and advanced national and global commitments.

 

It reviews 29 national projects alongside regional and global participation, using portfolio analysis and field interviews to assess relevance, effectiveness, and sustainability. GEF support contributes to outcomes such as renewable energy frameworks, stronger protection of forests and wetlands, and reduced use of persistent organic pollutants.

Progress toward wider adoption is evident in solar energy and energy efficiency markets, though further work is needed to consolidate achievements and ensure replication. Knowledge sharing has been strongest through community initiatives, peer exchanges, and regional cooperation, but national-level mechanisms remain limited, and monitoring and evaluation systems are uneven. Gender integration is limited across most focal areas, with women’s participation largely tied to income-generating activities through the Small Grants Programme.

The report recommends strengthening portfolio coordination, institutionalizing evaluation within the Environment Department, embedding gender in project design and monitoring, and improving knowledge management through a national platform.
