Evaluation Report:

This is the first GEF Annual Performance Report prepared by the GEF Evaluation Office. It represents the first step towards an independent assessment of the performance of the GEF's portfolio and focuses mainly on elapsed times in the preparation of projects, the quality of terminal evaluations submitted at the end of project implementation, and the quality of monitoring and evaluation systems within projects. This APR does not include a chapter on results but focuses more on process issues. It contains a series of recommendations about the GEF project approval process, improvements for UNDP and UNEP's terminal evaluation review processes, and improvements to project M&E systems.

The report contains the following recommendations:

  1. Transparency of the GEF project approval process should be increased by making project proposal status information available online.
  2. GEF Secretariat should institute an active management approach to project approval process.
  3. UNDP and UNEP should set in place terminal evaluation review processes or GEF projects to improve quality and meet GEF concerns.
  4. Work to upgrade M&E systems should continue.
