OPS3 highlights challenges in establishing baselines, measuring outcomes consistently, and managing data, underscoring the need for stronger tracking and collaboration.

 

The Third Overall Performance Study (OPS3), conducted between September 2004 and June 2005, assessed the results of GEF activities, the sustainability of outcomes at the country level, the GEF’s catalytic role, policies and institutional structure, and implementation processes.

The evaluation combined portfolio analysis, field studies in multiple regions, and consultations with over 600 stakeholders, including governments, agencies, NGOs, and private sector representatives.

OPS3 notes that unresolved questions about what and how to measure, combined with indicators that do not allow aggregation across focal areas, limit reliable assessment of results.

It highlights the need for clearer procedures and centralized data systems to strengthen accountability and improve the tracking of outcomes. It further emphasizes that stronger collaboration across the GEF partnership is essential to improve effectiveness and ensure that global environmental benefits are achieved sustainably.
